Who we are

MTC Definitive is a joint venture between MTC and Definitive PSA (Interforce). We come together with shared values and extensive experience, united by a desire and belief that all people, no matter where they come from, should be treated with compassion and without judgment. 

MTC, as the majority partner, is a global leader in immigration and asylum services for governments in the United Kingdom, United States and Australia. This capability is further strengthened by Interforce, which, since 2021, has supported the UK Border Force with specialist security ensuring the efficient running of immigration sites in Kent.

Responsible for making strategic decisions, our directors work across all areas of the business.

Our team is made up of real experts with years of experience in the security, training, criminal justice and immigration sectors. Their combined knowledge gives MTC Definitive the direction to best deliver quality services.

  • Ian Mulholland

    Managing Director of MTC Definitive

    Ian has over 30 years’ experience in the justice sector, having worked in the civil service as a prison governor and senior civil servant for over two decades. Taking responsibility for 110 public prisons across England and Wales, he managed 85 per cent of the prison population and over 37,000 staff alongside three immigration removal centres.

    Following this, Ian managed probation delivery across five community rehabilitation companies at Interserve, alongside managing healthcare and education businesses. As managing director of MTC, Ian oversees our business development and social value offering while focusing on implementing our multi-layered growth strategy.

    As Managing Director and Director of Operations for MTC Definitive, Ian has overall responsibility for the business with a particular focus on operational delivery

  • Sarah Pavlou

    Director MTC Definitive

    Sarah is a trained chartered accountant, having qualified at Deloitte, specialising in the not-for-profit and education sector. She spent 10 years at Inmarsat, a FTSE 100 satellite communications company,  leading on all external stock exchange reporting and playing a lead role in the financial integration of four significant acquisitions as head of group and corporate reporting.

  • David Boswell

    Director of MTC Definitive

    David brings to the joint venture more than two decades of experience in specialist security services and regulated healthcare transport.

    From 2021, Definitive played a major role in the operational delivery and management of the Western Jet Foil site at Dover, including its welfare, safeguarding and security operations and the onward conveyance of service users across the country. In 2023, following a decision by the Home Office to consolidate responsibility for the site under a single provider, Definitive became the sole operational provider at Western Jet Foil.

    David’s background in secure healthcare transport, combined with his specialist security expertise, has enabled him to build strong working relationships with NHS organisations, integrated care boards, ambulance trusts, police forces, local authorities and private healthcare providers.

    He recently established VICTOR, an innovative service providing urgent, specialist responses to violence and escalating risk within healthcare settings. Its work focuses on protecting frontline staff, supporting people in crisis and helping partner agencies manage complex incidents through early intervention, de-escalation and coordinated action.

    At MTC Definitive, David brings extensive practical experience of designing, mobilising and leading services in high-risk, highly regulated environments. A hands-on leader, he combines strategic ambition with sound judgement and a firm belief that effective services must work not only on paper, but for the people delivering and relying on them every day.

  • Dan Marquardt

    Director MTC Definitive

    As President of MTC, Dan oversees the company’s Education & Training and Corrections divisions. He also leads business development efforts, including contract administration and government relations.

    Prior to becoming President, Dan served as Senior Vice President and Chief Financial Officer, overseeing MTC’s finance functions, including procurement, treasury, payroll, tax, investor relations, financial reporting, and operational finance. He also had responsibility for human resources, legal and risk management, and information technology.

    Dan has held a variety of leadership roles within MTC, including Vice President of Finance, Director of Contract Administration, and Chief of Staff and Head of Operational Assurance at MTCnovo in the United Kingdom. Before joining MTC, he was a Senior Audit Associate with KPMG in its Washington, D.C., office, where he worked on several client engagements, including extensive work with government contracting firms.

    Dan earned a Bachelor of Science in Accounting from the University of Richmond in 2011 and a Master of Science in Accounting from the University of Virginia in 2012. He has been a licensed Certified Public Accountant since 2013.
